S3 Intelligent-Tiering vs Standard-IA: when each is the wrong choice

Both classes look like a free lunch at first glance. The math says otherwise on small objects, short-lived data, and predictable access patterns. The decision tree we run on every audit, with the dollar thresholds where each class breaks even.

Two of the most-recommended S3 storage classes are Intelligent-Tiering and Standard-IA. Both promise cheaper storage than Standard for data you do not access constantly. Both come with footnotes that nobody reads, and those footnotes are where the savings disappear.

We run an S3 audit on every customer. The same three mistakes show up in roughly half of them. This is the decision tree, the actual thresholds, and the cases where each class is the wrong call.

The price sheet, before the gotchas

Both classes price storage cheaper than Standard ($0.023 per GB-month in us-east-1). After that they diverge.

  • Standard-IA: $0.0125 per GB-month for storage. Plus $0.01 per GB retrieval. Plus 30-day minimum billing. Plus a 128 KB minimum object size for billing purposes.
  • Intelligent-Tiering: $0.023 per GB-month in the frequent tier (same as Standard), $0.0125 in infrequent, $0.004 in archive instant. Plus a $0.0025 per 1,000 objects monitoring fee on objects over 128 KB. Plus a 30-day minimum billing on infrequent and 90-day on archive instant.

The retrieval fee on Standard-IA is the line everyone forgets. The monitoring fee on Intelligent-Tiering is the line everyone forgets until they have a billion small objects.

When Standard-IA is the wrong choice

Three patterns. Each kills the savings on its own.

One: short-lived data. If your retention is under 30 days, the 30-day minimum bills you for time the object did not exist. A backup tool that rotates every 14 days on Standard-IA pays roughly 2x the price of Standard for the same actual storage time. We see this in maybe a third of audits, and it is always a lifecycle policy someone wrote in 2021 and forgot.

Two: small objects. Standard-IA charges a 128 KB minimum per object. A 4 KB log file in IA bills as if it were 128 KB, a 32x markup on the per-object storage. A bucket with 50 million small objects at 8 KB each pays the same per-byte rate as if every object were 16x larger. The math goes from "saving 45%" to "spending 2.5x more than Standard" without anyone touching the data.

Three: high-retrieval workloads. The retrieval fee is $0.01 per GB. Pull a single 1 TB dataset back for a one-off audit and you have spent $10 on retrieval to save roughly $5/month on storage. If your access pattern reads more than about 8% of the data per month, Standard-IA is more expensive than Standard. The break-even is sharp and most teams sit on the wrong side of it without noticing.

When Intelligent-Tiering is the wrong choice

Two patterns, both narrower than the Standard-IA traps but each worth a five-figure-a-month bill on its own.

One: predictable access patterns. Intelligent-Tiering exists for unpredictable access. If you already know which objects are hot and which are cold, paying $0.0025 per 1,000 objects every month for AWS to figure it out is just paying for telemetry you do not need. A bucket with 200 million objects pays $500/month in monitoring fees for nothing.

Two: very small objects in huge volumes. The monitoring fee only applies to objects over 128 KB, but the fee is flat per object regardless of size. A 130 KB image pays the same $0.0025 per 1,000 as a 130 GB video. Tens of millions of just-over- 128 KB images is one of the worst possible profiles for Intelligent-Tiering. Standard-IA without the size penalty (if your objects are over 128 KB on average) is usually cheaper, predictable access pattern aside.

The decision tree we run on audits

Five questions. Each takes a single bucket-level metric to answer.

  1. What is the average object size? Under 128 KB, stay on Standard. The size penalty kills both alternatives.
  2. What is the typical object lifetime? Under 30 days, stay on Standard. The minimum-duration billing kills both.
  3. What percent of stored data is read each month? Over 30%, stay on Standard. The retrieval fees on IA cancel the storage savings.
  4. Do you know which objects are hot? Yes (logs, old backups, archive): use Standard-IA or Glacier classes directly. No (mixed user content, unpredictable workload): use Intelligent-Tiering.
  5. How many objects total? Over 100 million with unpredictable access: model the monitoring fee carefully against the storage savings. The breakeven moves around with average size.

Two real audits, two different answers

Audit one: a video platform on Standard-IA. 800 TB of original uploads, average object 2 GB, retention indefinite, read pattern around 4% per month (mostly creator dashboards, not viewer playback which goes through CloudFront cache). Standard-IA was the right call. Storage savings of about $9,500/month. Retrieval fees roughly $320/month. Net win, no objections.

Audit two: a SaaS storing user-generated documents. Roughly 60 TB total, but spread across 180 million objects with average size around 360 KB. Lifecycle policy moved everything older than 60 days to Standard-IA. The 128 KB minimum did not apply (objects were larger), but the access pattern was unpredictable across customers, and a single backup-restore by one customer cost $4,000 in retrieval fees. We moved them to Intelligent-Tiering. Net savings dropped from theoretical $750/month to actual $580/month after monitoring fees, but with no risk of retrieval spikes.

The "just put everything on Intelligent-Tiering" mistake

It is the most common advice on Twitter and the most common bad recommendation we see. Intelligent-Tiering is correct when access patterns are unpredictable. For predictable patterns, every cheaper class beats it. Logs that are written once and read for 14 days then never again? Lifecycle to Glacier. Backups that auto-expire in 35 days? Standard with delete on retention. Hot user content that hits CDN cache 99% of the time? Standard, not IT.

IT is the safe default, not the cheap default. Treat it as insurance against unknown access patterns, not a savings tier.

The audit itself

On a typical $200K/month AWS environment, the S3 portion is usually $20K to $40K, and our audits find $3K to $8K of monthly savings just from class transitions and lifecycle fixes. The delta between "we run Intelligent-Tiering on everything" and "we run the right class for each access pattern" is consistently in that range. The work is mostly inventory analysis followed by lifecycle policy changes, not a multi-month engineering project.
